{"id":1906,"date":"2016-01-21T11:39:58","date_gmt":"2016-01-21T04:39:58","guid":{"rendered":"http:\/\/www.nature.org.vn\/en\/?p=1906"},"modified":"2016-01-21T11:45:49","modified_gmt":"2016-01-21T04:45:49","slug":"resi-brief","status":"publish","type":"post","link":"https:\/\/www.nature.org.vn\/en\/resi-brief\/","title":{"rendered":"Environmental and Social Index for Provincial REDD+ Planning and Implementation in Vietnam"},"content":{"rendered":"<p>Reduction of emissions from deforestation and forest degradation (REDD+) is an international\u00a0initiative emphasizing the role of forests in mitigating climate change. It aims to generate\u00a0environmental and social benefits, including sustainable forest management, increase in\u00a0forest carbon sequestration, and improvement of local livelihoods. However, many studies\u00a0and discussions have demonstrated that REDD+ may also have potential risks due to\u00a0changes in land use planning and the right to access resources; therefore, it may negatively\u00a0affect local livelihoods, especially forest-dependent ethnic minority groups. During\u00a0REDD+ implementation, the Cancun Principles and\/or other voluntary standards guide\u00a0the REDD+ process as well as the application of social and environmental safeguards. In\u00a0Vietnam, in order to implement the National REDD+ Action Plan, the government requires\u00a0that all provinces develop a Provincial REDD+ Action Plan (PRAP). However, there are no\u00a0specific guidelines on identifying advantages or risks involved in the processes of choosing\u00a0a location, planning, implementing, and monitoring. Therefore, a tool measuring local readiness in terms of policy and institutional setting, environmental and social advantages,\u00a0as well as constraints in the forestry sector would assist policy makers and authorities in\u00a0making more suitable and realistic REDD+ interventions.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-1908\" src=\"http:\/\/www.nature.org.vn\/en\/wp-content\/uploads\/2016\/01\/210115_resi.jpg\" alt=\"210115_resi\" width=\"500\" height=\"615\" border=\"1\" srcset=\"https:\/\/www.nature.org.vn\/en\/wp-content\/uploads\/2016\/01\/210115_resi.jpg 500w, https:\/\/www.nature.org.vn\/en\/wp-content\/uploads\/2016\/01\/210115_resi-122x150.jpg 122w, https:\/\/www.nature.org.vn\/en\/wp-content\/uploads\/2016\/01\/210115_resi-244x300.jpg 244w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/p>\n<p>In this context, the Provincial REDD+ Environmental and Social Index (RESI) was developed\u00a0by the by People and Nature Reconciliation (PanNature) in collaboration with the Center\u00a0for Natural Resources and Environmental Studies (CRES, Vietnam National University in\u00a0Hanoi), and Tropenbos International in Vietnam (TBI), with technical support from Dr.\u00a0Pamela McElwee (Rutgers University, USA). Developed from 2012 to 2015, this index\u00a0assesses local environmental and social conditions and highlights particular advantages\u00a0and potential risks in implementing REDD+ at the provincial level. Moreover, the RESI\u00a0measures and compares a province\u2019s readiness in implementing eventual REDD+ projects\u00a0and activities.
